Since the official implementation of the Administrative Measures for Cosmetics Regulation and Notification on May 1, 2021, cosmetics imported and sold legally in Chinese Mainland must have completed registration or filing with the National Medical Products Administration (NMPA) or provincial Medical Products Administration (MPA).
Under Cosmetics Supervision and Administration Regulations (CSAR) issued in 2020, Companies who plan to place cosmetics on Chinese market must apply for the registration or filing with the NMPA or provincial MPA to get approval license or filing certificate.

Under Cosmetics Supervision and Administration Regulations (CSAR) issued in 2020, companies shall apply for the registration and filing of cosmetic ingredients not listed in the Inventory of Existing Cosmetic Ingredients in China (IECIC 2021).

According to the Technical Guidelines for Safety Assessment of Cosmetics 2021, cosmetics registrant and filer should conduct safety assessment by themselves or by entrusting professional institutions. Since 2022, the product safety assessment report must be submitted for the cosmetics registration and filing.
For the sale of cosmetics in China, formulations/labels must comply with Chinese cosmetic labeling regulations, and formulations are listed in descending order
